This series is the record of physical and other attributes of prisoners on the county chain gang. Information includes prisoner's name, age, sex, color, birthplace, occupation, height, eye and hair color; crime of which convicted; sentence; date sentence begins and ends; name of sentencing judge; and date of admission to the chain gang. Remarks include further distinguishing physical characteristics (scars and the like) and dates of escape, capture, discharge, or pardon. Most entries are not full.

S.C. Statute 1905(24)1110 authorized the governor to appoint on the recommendation of the legislative delegation three persons to examine the financial affairs of Richland County.
